I really don't want to support this festival.
But...it would be crazy if OutKast is a headliner.
They do have a gap between Sasquatch and Governor's Ball.
austin psych fest mentioned back in January that they couldn't announce some of their artists until after the coachella lineup was announced. that's slightly different, but still relevant. there's probably all sorts of variations of clauses in those contracts depending on the band and what goldenvoice is able to negotiate with them.

If this is OutKast's Northern California festival, that would be a major coup for this festival.
It looks unlikely OutKast is playing Outside Lands because of scheduling. That could leave Rock the Bells, too.
Is there anything more to the Foo Fighters' rumor other than some random statement Dave Grohl made at an event last year?
were there any hip hop acts besides Macklemore (does he even count) last year? it seems a pretty out of left field for the aesthetic of the festival, especially when the tweet stresses "Rock" so much.
