Unless if they are doing it different this year but I always remember the dome closing at 8. But yeah to see either of them you would need to get there early. Shit the line gets long enough as is. I would love for them to bring back Amp Live for the dome one year. Granted I haven't seen that many in the dome but his was by far the most fun set I've seen in there.
As I think Unit was saying the dome closes at 8 so it never conflicts with the headliners unless Macca gets a 2.5 or 3 hour set then there would be a slight conflict with the beginning of Maccas set. Otherwise you wont have to worry about conflict. You will have to worry about getting your ass in the dome which often has a long line. However its usually so clausterphobic in there that most people dont stay too long and the line moves somewhat rapidly.
What do you guys think about Paul getting a double set? I think it's unlikely, but possible. He pretty much always always plays over 2 hour shows.
I'd love to see the whole 40 song setlist he's been doing.

If he's going to do an abnormally long set it will be this weekend, not at OSL.
Most likely they aren't making the dome bigger because they haven't the past three years. The only changes that I remember is the interior light shows which were pretty cool last year.
But I'm with you and have my fingers crossed for a bigger tent since they are getting bigger international acts this year.

I don't know if its been mentioned yet or not, but I caught a bit of the stream from Bonnaroo earlier and noticed that Ustream put an ad up saying that it would be streaming live from Outside Lands this year. Thought it was worth mentioning...
As far as lineup finds go, I'm digging these guys lately:
Phish got a double-set because they're a jam band. OSL simply dropped the ball on Furthur & DMB, the two other jam band headliners that also play two sets every night. Him being McCartney, though, I'm guessing they'll give him 2.5 hours of stage-time, whether in two short sets or one long set.
He got a 2.5 hour set at Coachella, I'd hope he gets at least the same here.

I don't understand the logic of "because they are a jam band they should get longer a set" Obviously they jam but I don't see why that as a soul reason why they should get a longer set then any other headliner. I feel if the headliner deserves the longer set then they should get it genre of music aside and Paul most certainly deserves it, perhaps more then any other headliner out there.
Also Furthur did play a 2.5 hour set. Well they were scheduled at least, but I remember watching over an hour of them before I went to The Strokes and I know they finished after The Strokes ended. DMB if I remember got a 2 hour set. I've seen DMB a few times now and they usually play around 2.5 so while it was indeed shorter it wasn't like they got completely shafted.

I chose 4 bands that I want to be there that haven't played OSL in the last several years (or ever) that are all free on the dates of OSL. Unless you have insider info fuck off.
