It depends. usually the festival ends at 1 am, but it looks like itll end earlier on sunday because I dont think Modeselektor and DJ Shadow will get 2 and a half hour sets. On the other hand i remember Chemical Bros playing until about 1:30 last year, so it really ranges.
noise curfew is 1am. gv has been pretty strict about this except in extenuating circumstances (paul mccartney went over in 2009 but supposedly GV had factored in the fine to their cost for his appearance).
on sunday you can expect them to pull the plug around midnight.
and no, the other acts on the other stages on sunday do not get to play for as long as they want.

The acts with no specified end times certainly wont get to play for as long as they want, but I would expect them to have a longer play time by comparison to any other artist at coachella all weekend. Most festival sets are short.
