Hah hate to be the debbie downer here, but I bet this has been floating around GV for a bit now. They are fucking epic live and they are one of the few hip-hop acts that would truly receive positive acclaim across the board...they are simply genre defying.
But anybody who has been following the band can easily see how bored and tired Andre 3000 is of it. I once read a really interesting article in the early 2000s (the Source or XXL, it was definitely a bit of a wigger phase) where they asked Andre 3000 "what do you see yourself doing in 20 years?" He answered "staying as far away from Players' Ball as possible. Then they asked what Big Boi would be doing, and he said "performing Players' Ball" and started laughing. They are clearly on very different pages, I think Big Boi could perform greatest hits for the rest of his life and be happy about it, and Three Stacks wants to do everything but. While I don't think they've officially announced Outkast is over, I'd be really surprised if they get together again for an album, and if they did a Chella set I'm willing to bet a lot of crowd pleasers would be missing.
That being said, Bombs Over Baghdad tearing across the polo fields would be a bucket list moment and then some.
I don't know how this can't have been in the works forever now.

I have no doubt these guys would destroy what both Kanye and Jay have done the previous two years as headliners. They were at Glastonbury many years back and while I only saw a video of their performance, they looked like they absolutely killed it.
This link from last summer suggests that they have been working (slowly it seems) on a new Outkast album.
Andre has always been the problem about playing live/touring but Goldenvoice needs to convince them to do it.
Man... I could only imagine how insane them closing a night out would be.
