I've seen them a few times, some great shows, some horrid.
As someone who caught their 1999 performance at the first Coachella, let us hope they have fixed the drunken trainwreck that was their set. I (along with half the polo field) walked away in disgust.
But to answer the question, nope, they can't and shouldn't headline.

Goldenvoice isn't going to put someone on top of a poster than makes 75% of people in their early 20's go "huh??". That's what the sub-headliners are for. Do you know how many people would have left early if MBV headlined instead of sub-headlined last year? Do you know why Leonard Cohen drew fewer people than Silversun Pickups? Coachella is something like 60/40 split between pure music fans to people that just listen to what's on the radio.
The headliners WILL be bands that have sold platinum albums in the past ten years, or be legends (i.e. Mccartney).
jesus. are you on crack? i did not read this thread, but pavement is not a fucking headliner. to be a headliner you have to be able to sell tickets to the masses. most people dont know who the fuck pavement is. i expect stupid questions like this from newbs, but not from board regulars.

But, no, Pavement shouldn't headline. They should play at a smaller stage so that I'm not surrounded by a bunch of people just standing around, bored, waiting for a headliner. Those people blow.
