Courtney, I'll get to your question eventually, but having spent little to no time in the Misc Lounge before, I don't have a very good grasp on the regulars' personalities or preferences. I could tell you what some people are into musically, though, being that I spend more time in those sections.

The "currently touring" restriction makes this one tough to answer because there aren't a whole lot of bands that don't make their way through LA/I can't see. That said, seeing as how they announced their first date in 3 years at ATP in the UK, I have to say Stars of the Lid. Owen Pallett is a close second, and I think he's playing the same fest actually.
Best venue is either the Largo or the Fonda. I've only been to the Largo once but I loved it; I'll be going again this week for Kurt Vile. The Fonda always has excellent sound and it's super easy to get close, and I have seen a ton of great stuff there.
I would choose to eliminate pigeons because they are disgusting and spend time making noise outside my window early in the morning.
