This one is stupid. Black, Latino, and White all describe people who could be from anywhere but are descended from people of a certain area. Sri Lanka, on the other hand, is a country of origin, not a race. It's an entirely different beast. If they did the whole thing by country of origin, it would be a lot more diverse.
