It wasn't blue before. Todd and Lydia fought about it so we'd take notice. The blue meth's return is Walt's clue that Jesse is still alive.
I think he's probably well aware that there are only two people (living) who understand his process for manufacturing enough to possibly generate the blue product.
From my understanding the blue color came from the way he was making it with the methylamine (as opposed to a P2P cook) and not because of the purity.
I loved how wet Lydia got when Todd mentioned 92% quality and the blue color.
Anyway, my nit picking and dumbassery aside, I have a feeling they'll wrap this up pretty nicely. I'm really hoping for the most bleak and tragic ending possible, while still keeping with the integrity of the story and characters. Though, I'm not going in with any real specific requirements about what needs to happen. I love the show and trust the writers.
That said, the idea that Walt is coming back to New Mexico because people are selling blue meth again is probably wrong. I imagine he gave up his ego in ownership when he bought out of the business; people are reading too much into the Charlie Rose thing where he says "blue meth is back on the streets," at least as it would affect Walt's psyche. If that revelation did bother him, it's probably not so much because someone is mimicking his work, as it is insult-to-injury proof that his Aryan enemies are still very much in business.
I think the point was that the two biggest accomplishments in his life (Grey Matter and the Heisenberg Blue brand, his "Coca-Cola") have both been taken from him and the people who took it from him have reaped all of the benefits for themselves. He is going to take back what's his or at least die bringing these people down with him.
