These are a huge step in the right direction. I would switch La Roux and Dinosaur Jr. or maybe Grimes. I have a hard time seeing La Roux's screetching getting such a marquee spot.
Mimosa, Kalkbrenner, Loco Dice would be a really nice late afternoon stretch. I approve of that.

Here, these need a lot of work.
Move Pretty Lights to the Sahara.
Nick Cave and the Bad Seeds to the Pretty Lights slot on the outdoor. It would be criminal to have Nick Cave play right before the RHCP bro-fest. I see him getting an hour or so closing the Outdoor similar to PJ Harvey.
Move the Wu-Tang clan to the vacated NC&BS spot on the main.
Put Roni Size & Dynamite MC to New Stage. Move Rodriguez to his spot in the Gobi (really the only attendees to his set are going to be folks who have seen Searching for Sugarman).
I would put OMD in an afternoon slot on the Main/Outdoor (like James last year). I think the Gobi is too small for them. Dead Can Dance to take the closing slot on in the Gobi.
And finally, as others have mentioned, 10 minute changeovers are pretty ambitious. If you look at prior Coachella's or even the other two days the changeover times are always 20-25 minutes. I don't think I've seen one less than 15 minutes ever. So that needs to be sorted. best way to sort this out is figure out is cut into the set times for bands playing in tents earlier in the day (30/40 minute sets for bands playing before 3pm) and moving probably one act per tent to the new stage (e.g. Roni Size, etc).
I updated the original abortion of a lineup with Heart Cooks Brain's template. I will read through the thread and see if any suggestions have been made to that set up after I get back from a meeting.
Guys, I think we are WAY overthinking the new dance tent in most of the threads, but particularly this day.
Oakenfold --> Hardwell --> Excision --> Pretty Lights --> Prydz in the Sahara.
All five of those acts are billed for it, and have large fanbases. Let's do a thought experiment. Can any of these acts fit in the Gobi, due to crowd size, production size, or both. The answer is no. I think it is pretty reasonable to expect that the new dance tent will be no bigger than the current Gobi, and in fact, I'd say there is a strong chance it will be even smaller and be the size of the old Gobi.
Hardwell and Oakenfold can play in the day, easy. Nobody cares about Oakenfold that much anymore, and every festival video I've seen of Hardwell is in the daylight anyway. The other three can play at night. I think the five biggest dance acts will all play the Sahara, it just seems like a no brainer.
I just don't foresee the new tent being all that big. I bet it will handle maybe 5,000 at most, and smaller productions. This seems to be a nighttime alternative for people that want to see deep house or more atmospheric stuff or whatever, it won't need to hold a ton of people.
Hardwell is huge among the cheese-house spectrum, and people will come see Oakenfold because of the name. I just think both will be way too big for the new dance tent. I feel this way about Moby too, and probably Richie Hawtin. I think the segregating by taste level is more wishful thinking...I think it will be done by billing/drawing power.

Couple thoughts
I seriously doubt Excision, and especially Hardwell will be on the new stage. Hardwell is going to have the biggest mid day Sahara audience of probably the entire weekend. I don't see why he'd play the new stage, when Dub Fx, Mimosa and Julio Bashmore could be thrown on the new stage instead.
Vampire Weekend switching with Wu Tang's spot makes a bit more sense I think.
And Disclosure screams late Gobi.
