re: Outkast, DM, Stones, I'm just passing along definitive out of the running acts that I've heard. Haven't got a definitive no regarding Bowie or DP, haven't really asked. If DP is on the bill, i WANT it to be a surprise. I wouldn't get your hopes up for either though.
It stands to reason that they're on hold for something that makes it worth the wait, which is likely a top 2-3 line act. If it was something inconsequential they'd just release it and do a late add later. It's been said they just release it as soon as it's ready (which can be evidenced by the fact there's always spelling mistakes and changes to be made later to it) so they must be waiting for something of significance (unlike most of our lives).
PH and this dude bringing their sick beats to the Sahara in April. You heard it here first.
If it's on hold, that's fine. Do what you have to do, I get it. At this point, however, post a "next week" or something thing so people aren't hanging on to every word, and don't alert radio stations that it's coming "soon". If you dropped the ball, or can't finish negotiations in time, then give people some indication that it's still going to be a bit.
maybe some KROQ boss is holding GV hostage until they put his kid's band on the bill

I would be okay with this out of respect to both Sigur Ros and Blur. I'd rather see Blur have a full headlining set and not a 55 minute 2nd best slot. Sigur Ros' upcoming live tour is supposed to expand into a bigger live show, and plus, when they played in '06, their set was over after four songs because their songs are on the longer side, so more time = better experience.

one good thing
No, don't, don't cut my hair, Ned loves my hair.
In their defense they don't play any dubstep. It's all more Boys Noize-y, Gesaffelstein-y, future techno shit and updated edits and 2012 ripoffs of old juke records. Not sure if that will make you hate it more or less though.
I saw Skrillex DJ an amazing old school techno set at an abandoned church, and Boys Noize has +15,000 vinyl records he's been collecting for close to two decades. The dudes both actually have great and diverse taste in music, and I'm sure would run circles around half of these self-important so-called dance music aficionados in here clamoring for Underworld, Aphex Twin, and Faithless every year. Just sayin'.
