Perhaps because the only thing in quotes in those articles is this:

A spokesman for the musician said he “writes and performs what he wants when he wants."

And he's David Fucking Bowie. We wouldn't know until we saw it on the poster. Not to mention that his first album since '06 coming out certainly makes it more 'likely' than past years. So let us dream for a few more days. Will it happen? Probably not. But wouldn't it be amazing if it did?
