Don't know why I haven't done this before really, seems easy and I pretty much wanted to be her in this movie for the majority of my teen years. My hair is a little lighter but it's long enough to work, pale skin... check. Just gotta add a borrowed red lace bra and some white bikini briefs and I'd be good to go!

I'd also have to have "Say No More, Mon Amour" blaring from my "boom box" covered iphone. lol

for the head piece of the octopus, you could always do paper mache if you want it to be a mask. or you could build some sort of headband with spokes and attach something to the spokes like fabric to add some volume.

it would also be cool if you could control the non-limb tentacles with your arms, meaning you'd tie or attach them somehow to your arms.
