Or probably just the fact that everything gets more expensive over time. $13 is hardly a significant jump on a $300+ order.

3) Demand far outpaces supply.
Their purchase of the polo grounds (Eldorado only, not Empire) has nothing to do with it. That investment will be realized over a future period probably driven by cost savings or other forms of revenue, not solely an increase in ticket prices. Real estate purchases such as that aren't going to be break even either - they will want a return on their investment, not just to internalize a cost, unless the savings will really provide them that substantial of a return. They'll get revenues for that land in other times during the year as well.
Like NC mentioned above, since they haven't raised prices in what, 5 years, they are needing to catch up. Everybody's salaries at GV I'm sure have increased >8% over the last 5 years. So has the cost of goods and other services.
My guess is just an inflationary increase, and not solely an opportunistic or one that is driven by Eldorado.

They could also decide to increase prices because they know they can. Goldenvoice is a business, so no need to be surprised when they try to profit as much as demand allows.

Show me your math. If the ticket prices are $30 higher than the presale prices last year and $13 higher than the regular onsale prices, and they sell, let's say 85,000 tickets each weekend....$30 * 170,000 = $5.1 million. Where the fuck is $9 million coming from? And the fee increases to the city are true. All you have to do is look at the contract.
