Just did Ultra and they didn't post the set times until a day or two before the event. Heck I didn't even get a map till the last minute. So I m not surprised here.
They probably just need more time to figure out where all the surprise late adds will fit into the days. Yup, thats it.
I hope set times aren't released. Instead, I'd prefer if each block of time will be labeled with a "?".

I think the promotors were terribly upset about Cee Lo's rant last year about a shitty set time. Hence the solution - no assigned set times. Every artist can feel as important as he/she/they want.
Due to a huge miscommunication, each band is actually only playing one of the two weekends, so they're waiting as long as possible to drop the bad news.
Not only that, but I like to make my own spreadsheet since I dont really like the format they put it in. This takes time and usually I'm already pretty busy the days leading up to the fest, so it would be nice to at least be able to do this the weekend before. Not the end of the world, but one less thing to do this week would be great. I know this is a dead horse, but I just don't understand what kind of changes they are making this close to the fest. I am assuming they probably have it ready way before they actually release it. Like somebody said, they need to send it to the printers and whatnot, and seems like they tell bands their set times much earlier too...
Let's go on a livin' spree!
