If you google "grammy new artist criteria" you'll find all kinds of interesting articles that will shed some light on the subject. They tweaked the rules after GaGa was determined to be ineligible because she had a previous nomination for a single dance track. They also tweaked the rules after Whitney Houston was ineligible because she had sung back-up vocals on a nominated album. They imposed a 3 album max because Shelby Lynne won new artist after her eighth album. They have to have some criteria for establishing "new" and they basically just make it up. A lot of it has to do with not being nominated before.
