Cohen was 7 months into a world tour when Coachella was announced. He'd already done roughly a dozen shows in Atlantic Canada in some surprisingly small cities. Full US dates were seen coming a mile away.
BTW, Cohen never filed bankruptcy and a 2006 book fixed his finances. The tour was simply icing on the cake - money he probably can't spend in the rest of his lifetime with his lifestyle.
Waters 2007 tour had smaller production than his 2010-12 tour. Notably, the "elevators" used during the show to build/destroy the Wall during the show. There's other things hung from the celeings in arenas that need to be figured out at outdoor shows.

This would need to be built into the Coachella stage - a bit more complicated that Jay-Z's stage entrance trap door. Lolla had to do some back flips to accomodate Gaga elevator stage and she couldn't do shows the days before/after the fest. Waters may not be able to do any other shows for a good 10-11 day period.
Personally I don't think Coachella is happening, but Bonnaroo is a stronger likelihood because of dates and less of a time commitment from Roger.
I agree with summerkid, I don't think Waters will play, but not because they can't pull off the Wall show at Coachella. If they really wanted to make it work at Coachella, they could do it....they've done tons of other complicated shows there, this would be no different. Heck, he is already bringing the show to some outdoor stadiums next year.
Fall Out Boy reunion. could happen?
