I am the waiter. She was short changed 12 cents, generally this isn't a big deal because people do tip and waiting on small change is pointless. She didn't ask for her 12 cents. She decided being a stupid bitch was the easier route.

Well you guys are petty and fucking stupid. Time equals money. the time it takes for me to get you 12 cents isn't just your time, but my time and the other customers time. So if you think insulting people over 12 cents and not paying for your service is the right move, then you are petty and fucking stupid. I lose more than 12 cents on any table that doesn't tip, because I still get to tip out on it.
Yes, of course giving change takes time. But taking orders, checking on customers and whatnot all also take time and you still do it -- BECAUSE IT'S PART OF THE JOB. You can't decide which parts of the job you like and want to do and which parts you dislike and choose not to do.
I don't think that the note written by the customer was appropriate, but I do believe that she should have been given exact change. And frankly, if I had a waiter who failed to do a fundamental component of his/her job, I probably wouldn't give a very good tip either.
I still do it because I am taking care of the guests needs. Generally people let you know what they want, and don't write bitchy passive aggressive notes. That is also guests PLURAL. I have to provide for all my guests. Not keeping petty bullshit expectations in check for bratty little high school girls that don't tip anyways. The adults generally don't sweat 12 cents because they are leaving a tip anyways and in a society you sometimes don't sweat small stuff. Society is about thinking of the greater good of your fellow human. Like not making others wait on service, or writing out vulgar insults over 12 cents. By the way, exact change is far from the norm in a busy resturant. Just like tipping is the norm. You generally will get rounded up change in my reasturant. I often give out extra change. Generally just use Quarters. Didn't have them on me, it happens, we run out. She would have waited easily 5-10 mins for 12 cents change, and so would other guests.
if it takes you 5-10 minutes to give a guest a dime and two pennies, you need to step up your service. maybe you need to learn how to read your guest better. A simple "i'll be right back with your change" wile grabbing the money she laid down would have given her the opportunity to respond with a "thank you" or "don't worry about it". A guest shouldn't have to ask for their change. The fact is, it was her 12 cents. Not yours.
I was in the service industry for 18 years. In management for 7. If I was the MOD you would be written up at the very least for stealing from a customer.
I really cannot understand how you feel you'd been slighted here. Explain again, please, how giving correct change is an affront to your professional sensibilities.
If you had given her the 12 cents, you probably would have gotten a tip.
At least we can all agree that lunatic core is a terrible waiter.

Yea, a terrible waiter that works in a Chili's that is consistantly the busiest in the nation as a closer 4-5 nights a week and makes bank off people who aren't sitting around being terrible axxwholes about 12 cents. Make all the assumptions you want. When you walk into a resturant and sit down you aren't not the only person the waiter is waiting on, your waiter has to make priorities, and the high school girls that come in and leave shitty tips don't get to be a priority.
