we've been talking about it a bit in the funny picture thread. There's a was a bit of a debate about it actually being some other band, but it turns out that it was a fake bandcamp page that was set up and it actually is bieber slowed down. it has been pointed out that it sounds like Animal Collective in a way.
i actually really like the whole 35 minute track despite what it is and downloaded it.
So...that's that.

I doubt the source song has anything to do with it. That software automatically adds "spectral smoothing" which is why it just sounds like broad synth washes. If you slow the Bieber song down without any such smoothing it'll sound all janky and uneven (even with keeping the pitch in the same place.)
Honestly, I bet you could slow down any pop song and get much the same result.
