Gloves are horrible to wear. Such restraunts can get certifications to allow them to not use gloves. I would guess it involves passing inspection a lot. Or tougher inspections. Or something.

I feel sorry for people not in the Southwest for whom Taco Bell counts as Mexican food. And for people that live in the Southwest but still eat at Taco Bell... wow.
