I believe it has to do with either local laws/regulations or insurance. I'm pretty sure that it's meant to prevent underage drinking.

Though it does become frustrating to run over to a beer garden for each drink, the reduction of trash is worth it. It's nice being able to flop down pretty much anywhere on the grass and not land in spilled beer or on a pile of garbage.

Can't say as much for other festivals. I went to Download in the UK last year and it was exceedingly filthy... but maybe metal fans are less concerned in general.
