Damon Albarn confuses himself all of the time regarding this issue. I'm starting to think it's a gigantic marketing venture. He has built so much anticipation by announcing every little thing he does with the members of the band that it's excruciating.
Flame me all you want for asking this, but why all the praise for Blur? They're in the milk carton video right? Cute, but is there anything I'm missing?
Try out the album Think Tank. It's their final album before their break-up/hiatus (?). What you'll mostly hear about Blur is that their 90's material (specifically Parklife and The Great Escape) are immaculate pop records (which is substantiated somewhat-I think they're excellent, but honestly I can't listen to them all the time). However, Think Tank, despite it being made without Graham Coxon, a great guitarist in his own right, is a really solid album that I constantly have rotating somewhere. It meets the mark right as he started to shift things over to the Gorillaz so a lot of the experimental pop leanings are in it however he keeps the sound quite distinct. If you are wary about throwing right into an album try the song "Gene By Gene" from it. It has a bizarre opening that sounds clumsy but then launches into an awesome electro-dub stomp with one of their better choruses. Personally, I like them so much because they wrote pretty spectacular pop music. When they're on target they destroy.
