it's only those 2 populated areas that are on the pacific plate, the very edge. THe vast majority of the state is not going anywhere and it's not necessarily "sinking", it's shifting up. the pacific plate is pushing up and the north american plate is not moving much at all.
The plates move on average 2 inches per year. SF and LA will do some heavy shaking once in a while for the next few millenia but CA's not going to fucking fall into the ocean anytime even remotely soon.

The Pacific plate is pushing up against the US plate. That's why there are still volcanoes out west and the mountains are relatively young. They are coming together and sliding against each other not pulling apart. It is not gonna fall off.
Actually if you go out in the desert here where Coachella is held you can find sea shells because this used to be underwater.
There will be a giant earthquake in San Fran one day though
