But then we would all just create alias's. There's really no way you can stop it. And you can't ban at the IP level because you can always use an anonymity service like Tor (at least I would).

Amen FOI, this is the heart of the matter. It's a concept I try to get my 7th graders to understand. If you don't respond to them, eventually they will stop talking.
