even if it sells out, you can always buy tickets at the gates of the festival for face value. never EVER buy through ebay.

they`re playing apr 15 on san francisco and there are no further dates so id say they are confirmed

They're playing Mexico City on the 14th. I think it would be dumb to go to L.A. then Mexico then L.A. again but yes, anything could happen.

As for the Talking Heads, David Byrne has confirmed dates at least until April 14th in Europe. It's unlikely but maybe he can make it to Coachella with his current tour, unfortunately Talking Heads...
