Neocon is a loaded term, one that was imbued with a different meaning in the '70s (when the movement started) and the 2000s (when it came to prominence), but you are right: the first neocons were east coast intellectuals like Jeane Kirkpatrick and Irving Kristol who left the Democratic Party during the Carter years to support and then work for Reagan.
