dunno the laws on hitching, but for what it's worth, my gf and i were able to hitch from the palm springs amtrak station to the town of palm springs. we then took the bus, which is legit, and another generous motorist took us the final two miles into the polo fields because the bus won't take you directly.
for the record, the bus makes a stop at some large shopping mall on this route. not a bad thing, just heads up.

hitchiking wont get you arrested... you can hitch on a highway but pedestrians are illegal on the freeway, you would have to hitchhike at the freeway onramps... i think you would make it if you tried it... i did it a few times with my friends when we were kids and in groups, but back then you could hop in the back of pick-ups (before seatbelt laws)

yes, lots of people hitchhike in california, but it is not legal. it's illegal for others to pick you up too, but you can always make up a story (your friend just threw you out of their car in the middle of the freeway) incase the cops stop you.

if police stops you tell them you are coming from overseas and you couldn't find an affordable mean of transportation to Coachella.. Police in California is really friendly.. there's no way that they arrest you for hitchhiking .. try to do it at day light
