operationivy.com has always been a fan site and nothing more. the "Definitely back in 2009, submit web design ideas if you can. Questions?" text refers to the fan site's creator deciding to bring the site back online again after abandoning it for most of 2008. he's asking for people to help design the fan site. the band isn't reuniting.
